The choice made by policy makers to elaborate the rules in a collaborative approach is necessary, useful and legitimate at a time when every regulatory change can have a huge impact on competitiveness, employment or social protection systems.
How would such a collaborative process work in practice?
Existing best practices of “coregulation” at the European Union level or in the USA can provide a basis for similar initiatives. The role of specialized experts, in particular lawyers specialised in public affairs, is needed as crucial intermediaries between policy makers, the civil society, professionnal associations and businesses. They indeed have the expertise and the tools necessary to turn coregulation into a widespread practice.
