Second round of the regional elections in France: takeaways

The second round of the French regional elections went ahead yesterday, June 27th. In France, regional councils are elected every six years under a proportional voting list system, where the first list of the second round gets an absolute majority of councilors. In all, 1,758 regional councilor positions are up for grabs. This second round confirms the lack of interest among voters for these intermediary elections, recording a slightly lower abstention rate (65,7%) than in the first round (66,7%), but which remains among the lowest turnouts since 1945.

The first round of the elections for the renewal of the members of the 18 regional councils (local governments mainly in charge of local economic development including digital transformation, higher education and research, transportation) was held yesterday, June 20th. The second round will be held on June 27th. Regional councils are elected every six years under a proportional voting list system, where the first list of the second round gets an absolute majority of councilors. In all, 1,758 regional councilor positions are up for grabs.

Results of the 2020 mayoral elections

The second round of the French mayoral elections took place Sunday, June 28th. Because of the Covid-19 pandemic,  the 2nd round was held more than three months after the first round instead of a regular electoral procedure with a one week delay between the two rounds.

In the French magazine La Revue des Collectivités Locales, our founding partner Thaima Samman wrote an article (in French) on how public actors broadened their field of action with the rise of digital technology and the internet. Thaima Samman demonstrates that the highly centralized French model is now largely unsuited to the new situation we are experiencing and with local actors who benefit from increased means of action and coordination.

Update on the major coronavirus-related developments prior to President Macron’s address tonight

The situation in France remains calm since the beginning of the crisis. The French population is rather disciplined, understanding and implementing the Government’s measures. At this point in time, the Government is succeeding in avoiding panic to rise in the country. President Emmanuel Macron will announce new measures to fight the outbreak and manage the consequences of the health crisis tonight at 8 pm.
